There's no question its allowed in so far as the House rules are concerned, and that Republicans have used it. The problems with it are its seemingly apparent unconstitutionality (Art. 1, Sec. 7), the use of it on such a monumental bill (both in terms of the controversial nature of the legislation and its overall affect on the nation/economy), and its use in light of the other procedural manuevers that have dogged this bill from the start that. None of these concerns change just because Republicans have done it or its allowed by House rules.
